I lived in Nairobi for many years. These people are not uncivilized. The police are corrupt, lazy, and the more people who are killed by mobs makes their life a lot easier. In the city and hundreds of outlying villages and settlements there is only one station house and a handful of armed police. People have no choice but to take justice into their own hands. If we had no police or adequate judicial system we would be hanging our neighbours from telegraph poles and setting fire to them.
