Look around on here for videos of nighttime incidents of human fires. I know there are many of them, especially at gas stations. The skin is thin, and below is layers of fat. Once the skin has burnt away, on a large scale, the fat layer catches and it looks like a human torch. In the ISIS video of the Jordanian pilot being burnt to death you can actually see the fat liquifying and dripping off his face.

What you see on fire is his clothes. yes electricity will burn flesh as its super heated but more than likely is the non fire retardant clothes caught fire then depending on the material it will melt to the skin. Pretty nasty stuff like polyester
