if you know anything about electronics, something like a resistor, what it does is turns electricity into heat, they turn a small % of a small ammount of current into heat, humans are very very resistive so they turn a LOT of the electricity into heat, and thats a LOT of current, so basically they get hot like the surface of the sun :3

water is not as efficient at conducting electricity as the metal in power lines (actually water is not very conductive at all in pure form unless dealing with higher voltages). Applying more current than something can efficiently conduct causes resistance. The heat is the result of resistance. Since water is hardly conductive at all if you get water to conduct electricity chances are it's going to heat up. That's why you don't light on fire when you stick your finger into a light socket. The amount of electricity is to little.
