Well as a venezuelan currently living in Caracas i can tell you all about that vid, this happened bout 2 months ago in a poor area, the mob claimed he was a rapist but afterwards they found out he was actually innocent... apparently he was saying so throughout the ass kicking.

Laws do exist here but the prisons are overflowing, the courts and the penal system is completely corrupt and people specially poor people are starting to get pissed off and take justice in their hands.

thats brutal at it's best! i couldn't even finish watching the video. He should have been allowed a trial, and if found guilty then this would've been adequate punishment! But what if they guy was innocent!
