You are 100% right. But in counties the elected Sherif can override the State Governor. Chicago, Seattle, Portland,NY Ny and some areas in Cali are doomed.

But in rural counties it's far from 3rd world and it will never be third world.

Those areas will hold up given the local jurisdiction won't allow such anarchy nonsense.
