In reality it will continue until people stop being led by the nose to hate each other over trivial shit and focus our rage ion the ruling class. You cannot reach their ivory towers quite yet, but you can reach the assets they have in every city. Such as burning down every legacy media news station, burning down banks, and the IRS offices in every major metro area.

Move down the infrastructure and target those little brown buildings with no windows often hiding in plain sight. They are telecomm stations and if you take a few of them out in any city communications for a big part of the area will be inhibited. Then you can use the fog to continue burning down the assets of the ruling elite discreetly until you are shot or arrested, and replaced by another believer to continue the mission.
