Nobodys fault except the perp. Choosing to run away from police and onto the highway puts everybody in danger and he needed to be put down. The cop could have been hit by a vehicle, or someone could have swerved and crashed and died. There is so many bad scenarios that could have happened and im glad hes the only one that died.
