There's also a thing called the "freeze response". Some people simply don't know what to do and either freeze/stop or do nothing. It's quite common actually when people never experienced something like a mass shooting before, not knowing what to do and how they can intervene.

Looks like a Bushmaster XM-15. Of course, there are a million other clones that have an M16 carry handle, but Bushmaster is the only company I know of that adds an M16 carry handle/sight on their AR15 Style rifle.
