Well at least it won’t be only criminals with guns. Regular people may have a chance of bringing order to Brazil. That is if they have the guts to use them to thin out the gangs and thugs.

Yes, but once you turn to violence it can quickly become addictive, the default way to solve your problems. Thus "regular people" turn into vigilantes = criminals. More chaos. The cycle continues.

A lot of times, especially in cars, you see people die with their arms on each other like this. Do you think that they want to be close to someone while they're dying--like comfort, or is it just fear from being shot at?

Honestly I think a period of vigilante justice is warranted. To think it is an absolute path to permanent chaos is false. Otherwise all soldiers would continue killing after wars. In ancient times warriors were banned from Re entry to their villages for 7 days after combat. Even now most combat vets deescalate before returning home by design, unless family emergency prevents it, in which medication and therapy are made available.
