Heimlich: "Get the victim out of the water, and then get the water out of the victim." (Not by holding them upside down and shaking, however.) The idea is that mouth-to-mouth breaths are of limited effectiveness when the lungs are still waterlogged. Not saying he had the best answer, but the debate has never stopped on this matter, regardless of what you read in the standard manuals.

The latest training I had did not recommend any breath techniques. Supposedly compressions alone pull air in the lungs just from the mechanics and keeping blood pressure up with compressions having the priority for revival.
