Damn, PopPopYerDone. Acknowledging that we have a different view (security cam) than the victims, I'd say: "never bring a blade to a gunfight?" Also, "He who hesitates is lost". A chop to the back of the head or shoulder, or an attempted stab or even a body rush or ANYthing might've sent this in another direction.... What was he maybe going to try to do (if the gunman hadn't so quickly noticed him), get the guy to drop the gun due to a blade at the neck? Easy to do an after-the-fact from here, of course, hoping WE would've done something different maybe, and possibly still be breathing....
