obviously you are aware that you will die too if you just blindly approach an electricity mishap haphazardly correct?
They would need to follow procedure which includes turning off the electricity... They are smart not to get too close without evidence/proof the electricity is off... kid's body is rigid with the death grip on the cable = proof electricity is still flowing
that means don't get too close or not only will there be two people to take care of, but you will not be able to help when the electricity goes off
