I'm almost 100% sure that driver had no fucking clue what was going on 10ft behind him under his wheels. My guess is he got in trouble for leaving the scene, since that's what it looks like. Pretty sure he wasn't negligent in running over random idiots who smashed into a wall and fell under his moving truck.
