I'm not understanding how or why many videos these days have the two outer panes of the video out of focus compared the the center. Is this a thing now?

It's because it was recorded vertically on a smartphone and it's meant to make it look better by eliminating the black bars. Personally I don't think it makes any difference and can be somewhat annoying/distracting
