I'm an Arab... and I know that accent very well, they're Iraqis; what I understood from them that he's a terrorist from Isis, and that they're taking revenge for all their people who he has murdered. After he was done stabbing the "victim" in the neck, the other dude told the stabber to stop and let him suffer, die slowly.
