Not usually one to defend "youths" but there really is nothing that could have been done. You are taught in swimming lessons that if you arent properly trained and a strong swimmer, you will likely drown trying to help someone. The moment this guy touched someone trying to rescue him, he would have pushed them downwards trying to push himself upwards for air. Nevermind that this is freshwater with little bouyancy.

I doubt the police would have got there in time to save him, and even then, are they able to do so? They would need a lifebuoy or risk drowning themselves... From what they say you can infer they know him and that he's a drug user. If he didn't want to drown and have other people risk their lives for him, then he shouldnt be taking drugs.

The only thing they did "wrong" was to not tell anybody about this, but who really cares about a dead gangbanger anyway?
