If this is a "failed bungee jump", it's the biggest failure ever, because there is precisely nothing attached to his ankles or body, unless it was dental floss. Even a thin rope you should be able to see in that video. Either someone plain forgot to attach anything to his body (unlikely), or what you are really seeing is someone committed to suicide. He's not wearing a parachute, and it's bloody low for a basejump. What I *can* definitely see is that the moment he launches, someone reaches out an arm towards him in a vain attempt to grab him. Why would someone do that if this was a bungee or basejump? They wouldn't do that unless they *didn't* want him to jump.
