Yep, make-shift bungee, I can't actually see the rope, but you can hear the rope letting out behind him, it's either reeling out or dragging over the edge of the bridge. Also the way his feet are vertically postitioned - as theirishdoorman said, is bungee city. Sorry for bumping this old post but I felt like commenting.
