The roof seems to be a pitch roof (i.e. a roof slope in an angle which normally not accessible) not a flat roof (i.e. where normally have parapet wall all round the side of the roof). So why are they going up there for? Taking pictures of the roof?

My guess she was backing up taking a photo and stepped or tripped over the edge behind her.
