Sometimes people just resign themselves to their fate. She knew that she was going to die, and fighting would have just prolonged the agony for her. I wonder what her crime was. Perhaps she went outside and forgot her head scarf - that could be punishable by death.

I've heard it takes about 4 or 5 minutes to die by strangulation. This looks like it was the tail end of the execution, she was probably already pretty much dead by the time this footage was taken.
