He fell for about 4.5 seconds. That works out to about 300 feet high and an impact speed of about 98 MPH

No you don't. A skydiving parachute can open in 700 feet. The reserve opens in 300, unless you request the rigger to pack it to open slower. If you pack a parachute rig for BASE, you can have it open in less than 100 feet. If you use it for any jump that you get close to terminal velocity, it will hurt like hell. But it will open. We've jumped from 100 foot bridges before, and had our parachutes open just fine with height to spare.
