They literally have zero empathy or respect for human life in that country. My father watched a video of a little boy drowning in a fairly crowded pool in China, and just about everyone could see him, but nobody lifted a finger to help until he had been underwater for about 5 minutes or so.

It reminds me of the scene in 'The Time Machine' the 60's adaptation of H.G Wells' book where the timid 'Eloi' people sit by and watch a women fall into river a nearly drown without lifting a finger to help. It's as though any humanity had seeped from them over millennia.
