it all depends on the speed of the bike, which is hard to know for sure with such a small piece of footage

the bike seemed to be going a fair bit faster than the truck, but of course, that doesn't mean much without other bits of context

if the bike was doing an expected speed, then it is clearly the car driver's fault. if the bike was going a fair bit quicker then the fault moves to the bike. what used to be a gap that was more than big enough is now cut by potentially a quarter, a third or possibly even half
