it's his job. he used to retrieve drowned people or people that committed suicide from the river but more recently also bodies that were dumped after being killed.

The Cig is so he don't smell the decomposing body. He barely makes money to pay his bills so no gear can be bought. Its not all fancy work like in the U.S, where they supply pretty much everything.
