Because they were trying to put him in handcuffs. And he kept reaching down, and the cops were trying to pull his arms up. During this the cop sees he's reaching for the gun. So the one cop loses his arm, he pulls away thinking he's about to get shot. And the other cop wastes him.

It's really simple. If you have a gun, do whatever the cop asks you to do. Because police are not going to wait for you to shoot them before they shoot you. Or wait to see what you're going to grab when they know you have a gun.
