Actually that was a very good video just went so quick you dont notice unless you look closely. He big dude was still able to draw his pistol when he was on his belly. The cop saw that and acted appropriately. You can even see a pistol in his right arm when he gets up and his arm swings into frame for a second before he was shot. He came up on the guy gun drawn because there was a report of him armed with a gun. Good shoot
