Russians tend to see drug users as human garbage and so don’t care for stuff like Narcan or other harm reduction strategies. They don’t realize or don’t care that a significant percent of the population is one bout of heartbreak, depression, loneliness, or just stress plus a couple of bad decisions away from addiction. Millions of preventable deaths, people’s kids, brothers and sisters, moms and dads being gone, just dismissed as ‘survival of the fittest’ (as though we weren’t a social species at all…) I get not overly coddling addicts but they take it way too far.

It's also a major reason HIV is rampaging through the population, having made the jump from the "usual" cohort (drug users, prostitutes and homosexuals) to the "general" population. Many people don't even know they have it until too late
