Why is he assumed to be a junky? Overdose victims are usually foaming at the mouth and this guy is not. It also doesn't look like he was in too poor of health prior to death. Judging by the position of the guy's body I think it's equally likely he slipped and fell down those stone stairs and died from blunt force trauma. Junkies typically don't inject their drugs while laying upside down in a staircase.

Start the video and pause it a couple times to go forward a few frames and look at the steps, you can see the syringe laying there.

The needle has separated from the syringe. The needle is still in his arm, the syringe is on the steps. There are deep veins that run between the biceps and triceps, you can't see them from the surface, but you can sorta feel them, they're called the basillic and axillary veins. Older junkies will show newer junkies how to hit deep veins when the superficial ones run out.
