Why is he assumed to be a junky? Overdose victims are usually foaming at the mouth and this guy is not. It also doesn't look like he was in too poor of health prior to death. Judging by the position of the guy's body I think it's equally likely he slipped and fell down those stone stairs and died from blunt force trauma. Junkies typically don't inject their drugs while laying upside down in a staircase.

edit: also sitting on stairs doing heroin and overdosing you would slump forward and then fall down to the position you see him in.
