A 29-year-old man without a driver's license was behind the wheel of a Toyota Mark II, which was torn apart on the morning of July 18 after hitting a lamp post on Lenin Street in Yuzhno-Sakhalinsk. Over the past two years, he was brought to administrative responsibility for violation of traffic rules more than 20 times, the regional traffic police department told KP-Sakhalin news agency.

The State Traffic Inspectorate also said that there was no chase after the driver, although earlier "a similar car escaped from a traffic police squad on another street of the regional center."
