A 29-year-old man without a driver's license was behind the wheel of a Toyota Mark II, which was torn apart on the morning of July 18 after hitting a lamp post on Lenin Street in Yuzhno-Sakhalinsk. The department added that over the past two years, the driver has been brought to administrative responsibility for violation of traffic rules more than 20 times.

The State Traffic Inspectorate also said that there was no chase after the driver, although earlier "a similar car escaped from a traffic police squad on another street of the regional center."

- The accident occurred in the visibility zone of the patrol crew, the request to stop was not submitted, the pursuit was not carried out, - the State Traffic Inspectorate commented.
