I didn't see a traffic light. They are going faster than the car with the camera. It doesn't look like you would expect a truck to pull out there, maybe pulling out of a construction site? I would guess the truck driver is negligent, maybe exacerbated by the bikers speeding.

It's ultimately their fault if they are going at that speed without seeing what is ahead. Not blaming it on the night, but it's one factor. Second factor would be speed and overconfidence in what is ahead. In this case, it was a cement mixer going slowly, but could have been anything from a car accident to a dead animal on the road. Confidence vs Paranoia can be on a razor's edge when riding (anywhere).
