It's sad because the officer could have probably been saved if anybody had a fucking lick of basic first aid. YES move him. Get him on his back, open the shirt, keep pressure on the wound. Stop fucking around with the radio and tell someone to call 911. The hospital deals with the trauma and internal damage, just control the bleeding at a bare minimum.
He was shot thru the back of the neck and the round exited out of his chest. Even if it happened in an operating room at a hospital, he probably would not have survived this wound unfortunately.
