I'm pretty sure it wasn't a gang, the way they kicked the doors in shows training (You have to do it properly to not hurt yourself, especially an iron work gate), also the killer has been trained to shoot with a two handed grip (albeit in a very inefficient way that prevents him good control of the weapon), gang members never use a two handed grip.

In Brazil they have death squadrons composed of rogue active duty cops.
