He was definitely still breathing at the end of the video, which is pretty impressive given he just dove head first out a third story window and landed on pavement.

Police should face charges for negligence. The prisoner should have been secured at all times. However, this is the Philippines. The rich and the police break every law and rule possible without consequences.
