I'm pretty sure the screamer is the little boy sitting near one of the other injured individuals laying on the ground, probably his mother.

Actually there is no law to prevent it. It is rather social convention in the West: "nice people don't do that sort of thing". Court decisions have upheld the right to photo or video the police and emergency personnel as they go about their business.

I was surprised to see the lady laying with the screaming child was still alive. That's a nasty break to both her left humerus and femur.
