You actually have to come in at full speed just prior to landing so that you can flare only at the very last moment, trading all that forward speed for extra lift, so it’s totally normal that he wouldn’t have had much if any time to hit the brakes yet. It was however idiotic for them to put a designated landing zone into the middle of a crowd.
