Looks like Mexico. The back of the cop's jacket seems to have Mexico written on it. The accent sounds Mexican to me but I'm not sure.

I can't tell for sure, but it looks like a red rope or laundry line around his right wrist. Maybe he was tied to the fence. When he ignites, he runs to his right, bounds back and looks like he flails around till rope melts. |

I dont know what the hell that guy did to get that sort of punishment, but I think he should have tried to run lol, at least maybe he would have just been shot, which would have been a hell of a lot better than being burned to death...
