The level of heat is preventative to allow anyone to get close enough to pull that person away. Sucks to be there and watch someone burn to death and not be able to help.
The dude in white walked right up next to the person in the ditch, and stood there for several seconds. He absolutely could’ve pulled that person away and likely saved their life. He just chose not to. Altruism, consciousness, and even just empathy aren’t evenly distributed within the human race.
