One of the concrete balls lining the street rolled towards the chair legs and hit them. If you play it back in slow motion you can see it happening

You can see one of the big cement balls that are lining the road make a B-line toward the chairs as soon as the car hits the balls. Also, one of the balls ends up spinning in place like a top for the whole incident.
