Carlos Pardo was able to take the lead in lap 97 of 100, and was pulling around one of the turns when he was nudged in the rear corner by a car trailing him. That sent Pardo's car into a brief spin, and without losing any momentum, the car crashed sideways into an extension of the infield wall. It was a horrific sight, and it was immediately clear that something was gravely wrong.

Yeah, you can see that the chassis is not up to the same safety standards that are enforced in the U.S. but I don't think even one of the U.S. cars could have protected the driver in this kind of impact. The safety infractions look to be the the layout of the racecourse and blame should be placed on Promoters, sanctioning bodies and the owners of the track. I'd also look at penalizing the driver who stuffed him into the wall as well.
