Traffic flow clearly indicates he is not driving in the US therefore his speedometer is in kph. He was going just over 100 mph.

maybe if you read the start of the story you would realize that this is the UK, the give away was the fine was in UK pounds. Just because its not the good ole USA don't mean its in kilometers, we use MPH in the UK.
