I truly don't understand this. I have knowledge and experience in facilities, and this would never happen. But, I live and work in America. So, I don't know how these systems are ran, but it's apparent that it's not very efficient.

There's this documentary I saw once about some prison in brasil I think and pretty much the prisoners run the prison some of them actually have guns. As long as it dosent involve the gaurds they don't really do much.
