Most South American prisons are not like ones in North America. There are essentially a few guards to make sure they don't escape/leave. But on the inside, things are pretty much run by the inmates. They have police and such, but the response time to an event like this would be at least a day or so. They are way overcrowded in already deplorable conditions, so things boil over from time to time.
