The man just sat there and took 12 (9mm?) bullets to his chest and casually walked forward. If the cop shot him in the legs, what if this guy took his weapon from him and killed him with his own weapon? Shots to the leg with a pistol caliber aren't effective because pistols are relatively weak so that would likely have not been effective. Also, what happens if he tried to shot him in the leg and misses and kills a bystander? There are many reasons why cops are trained to shoot center of mass.
