In the small town where I used to live, there was a drug lord who controlled everything, and as a result there were no robberies or assaults. He worked with the local police (through bribes, of course), which kept the town safe, but he had complete control. When he went to jail, the “maras” or gangs took over, and everything fell apart.  |
