I can help giving you information about this video. (I will summarize) The four man are tied belong to a criminal group that is in charge of drug trafficking. Those four man kidnapped, tortured, and killed the brother of one of the policeman. The police caught those guy outside law and tortured them to get information. After they got what they wanted police execute them. In my opinion....I believed they are not cops, they just belong to the other group of drug trafficking.
