I doubt he was a cop, in Mexico they don't get issued weapons in 5.7 x 28 mm ammo. in the same way you don't see their armed forces (police and military) using AK-47s or AK-74s

Doesnt look like cop uniform. Looks more paramilitary tactical. Also mexican cops dont use the P-90. Probably a sicario.
