If you look close, you can see his trachea - windpipe - the white piece sticking out in the beginning of the cut slide down a little. That is where the vocal cords are, and his body is trying to gasp for air, and since they are cut and dislocated from their anchored position, they make that noise. Part this is because the negative pressure - sorta like the weight of the lungs - is pulling the trachea into the chest cavity, and stretching the vocal cords out of position and into a tight angle, much like a thumb over the end of a hose. Many times the decap-ee passes out fairly quickly because of a loss of blood pressure in the brain - think "standing up too quickly times 50" - and so while they are moving around they are not totally coherent - however, the signals that send the breathing reflex are in the spinal cord in the back of the neck, and don't stop for a long time, relatively speaking. That's why you see people having "agonal breathing" - that spooky inhale you see dead people making - their brain is still trying to save itself.

If I remember correctly, this happened in Nepal quite a few years ago. It stuck with me because it was the first beheading video that had just such unique "body struggling to survive" sounds.
