I dont think this is nystagmus, his eyes seem to follow the camera person in a controlled manner, nystagmus is involuntary eye movement.

Its wild that you can see their cervical spinal column... in the US this is survivable and the right plastic surgeon could unfuck that whole situation, but I get the feeling that isnt really an option for this person  ...hopefully they have access to a shit load of antibiotics at least.
